Car turns into bike lane

Cycling in the bike lane, I came up behind a car driving to the left of the bike lane. The bike lane had no broken lines and the car was not making any indications of wanting to turn or breaking. As I was going past the past the car, the car decided to turn into the bike lane across my path but stopped before hitting me.
