Close pass (an inch or two from shoulder) on Somenos Rd

As cycling lane coming to an end, I checked, signalled and moved into the traffic lane. Truck was well back when I did this.
Of course the young constable who reviewed my video and the description decided that the guy didn't need a warning because "it wasn't dangerous driving - he didn't hit you" and "you should have slowed down stayed in the (ending) and waited for him to pass"
Aside: As of now, in BC there is no minimum passing distance. The Safe Driving manual instructs drivers to leave 1 meter and cross the line if necessary... but no penalty for not doing so.
