Dangerous close pass on cyclist

While cycling northbound along Selby Street (Wembley, Western Australia) a driver towing a large boat performed a close pass within a foot or so of me (much closer than it appears on camera). They had a full lane available to pass safely.

The driver tried to justify the manoeuvre by saying I was "way off the curb" when in actual fact I was only within a few feet from the curb. Regardless of where I was located on the road though, there can be no justification for risking the life of a vulnerable road user.
