Derestricted, ride-on electric moped nearly takes me out

It's worth following the path of the man on the electric scooter. At the start of the video, on the right hand side, he comes off the main street, and weaves through pededtrians crossing (green for them, not for the moped rider). He then speeds up the hill, weaves in front of me (nearly taking me out - very, very close), then pulls away up the hill. I'm on a S-pedelec (45 kph max), and couldn't catch him, so there's no way that this moped - with no licence plate, no helmet being worn - is restricted to 25 kph. These illegal mopeds (and their drivers) are a f**king menace! As ever, Swiss police won't enterain bike camera footage.
