Honda not giving way

I was traveling on C404 towards Narre Warren at a speed of ca. 40kmh and at Ernst Wanke Rd intersection a white Honda pulled up in front of me. I could clearly see that she wasn't looking when she pulled out. Most likely not thinking I'd be riding that fast.
You can see the yellow light while I crossed the road. If I'd tried to stop, I would have hit breaks hard! I decided to go and made it before light turned to red (can see from video).
I could see the driver looking towards me just for a second and it took another 2s before she moved right in front of me. I tapped on the car to get her attention and she continued like nothing was wrong.
