Routine Lancashire close passing offence where the offending driver remained within the left lane throughout, coming much closer to me than to the oncoming Mini. The offence is encouraged by Lancashire Constabulary who refuse to admit the existence of any 'close-passing' offence. They will, as always, ignore this report. Time on the video is GMT.
