Police refuse to enforce the law

A 2 lane road early on a Sunday morning, the driver passed so close I could slap the side of the car with a flat hand.
Because of this, the police couldn't claim it wasn't within a metre, so instead that said they wouldn't do anything because "you were in the middle of the road". And signed off the call with "I look forward to your complaint".
This was Fremantle police who have previously lied about charging drivers.
