Que-jumper is a lane blocker

Bad driving is habitual. 1GMJ921 first illegally uses the bus lane to que-jump and then I meet them 1km further on blocking the bike lane for no good reason.
The bus lane here is for busses, bicycles and taxis. Other users can expect a $200 fine.
