The obedience to road signs is beneath me!

I slowed down to allow as many cars as possible to pass before hitting the button and activating the crosswalk flashing lights. When the lights activated, the Volvo was still far away and had plenty of time to stop. However, the driver, for whatever, didn't respond. Like no reaction whatsoever.
