Turn across bike lane without looking for bikes

I was riding along a designated bike lane with lots of traffic about in peak hour. Lucky I was scanning ahead as I saw a car coming towards the flow of traffic and indicating to turn right across the traffic. My assumption was that they would be unlikely to be looking for bikes (surely only cars are allowed on the road?) and sure enough they turned across in front of me into the Officeworks carpark without looking or caring. Lucky I was already braking to avoid them.
