Unsafe overtake x2

You can hear the hear the horn of the oncoming motorcycle as the white car overtakes almost between us. The next vehicle decided to stay in both lanes after aborting it's attempt to overtake. According to police "no criminal offence could be identified". They mentioned I was out a little wide...I wonder why!!!.
