What red turning arrow? Part 11

Once again the driver assumes the red turning arrow does not count and proceeds into the intersection even when I am trying to cross. Today I get the waving the hands around apologetically to indicate 'Oh, I didn't see that'.
Really?
This crossing is a major pedestrian/cycle way between Hamilton Hill and South Beach.
It's also the welcoming gateway to the City of Cockbum. Hmmm.
