What red turning arrow, part 7

The e-bike rider correctly uses the pedestrian signals to safely cross. It would be safe except that 1GDZ492 and 1ALI539 blithely ignore the red turning arrow and blow through regardless. I know the red turning arrow is on because the following silver car is actually paying attention and stops.
This crossing is a major pedestrian/cycle access way between Hamilton Hill and South Beach.
